Cannot Drill Down To SLA Records For Project Transactions After Upgrade To R12.1.3

The user cannot view accounting to SLA records for Project transactions after upgrade to R12.1.3
Instance upgraded from R11.5.9 to R12.1.3, during which the Project Accounting transactions were upgraded for six months.
The hot patch to upgrade the SLA records of project accounting from the initial period was applied per Doc ID 1538822.1, setting the profile SLA: Initial Date prior to applying the hot patch.
But users still cannot drill down from GL journals or see the SLA records from View Accounting.
Expect drill down to work correctly.
The issue can be reproduced at will with the following steps:
1.Drilling down from GL to SLA for Projects data.
