Late Reporting Reason Resets To Blank After Full Payment Submission Run (Doc ID 2046891.1)

After we have run the FPS the late reporting reason is resetting to blank (but not for all employees).
As a result if we need to rollback and rerun the FPS then we risk not reporting the late reporting reason due to the reset.

The issue has the following business impact:
Due to this issue, the company that experiences the issue may incur penalties to be incurred from HMRC, because the reporting must be accurate at the end of each pay period.
