Scorm 1.2 and Scorm 2004 Content Does Not Import Correctly On The Oracle Learning Management Content Server

Symptoms

On : 12.1 HRMS RUP6 version, Content Admin-
Web Logic Content Server (WLS)

ACTUAL BEHAVIOR
---------------
 SCORM 2004 and Scorm 1.2  content does not import correctly on the content server.    SIZE 91.1 MB

When importing a scorm 2004  the content is not uploading. The learning objects all get created correctly and there are no errors, but the new directory is not created on the content server.


EXPECTED BEHAVIOR
-----------------------
Expect the content directory to be created under the contentstorage index

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import scorm 2004 zip file: SIZE 91.1 MB
2. Learning objects all get created correctly
3. New directory is not created on the content server.


This may also present itself as the following error:
<Error> <ServletContext-> <BEA-000000> <Rejecting request since max request parameter limit exceeded 10000>
