ACTUAL BEHAVIOR
---------------
When generating a credit memo for an invoice that contains a retention amount, the credit memo is not backing out or relieving the retention amount from the previous invoice.

EXPECTED BEHAVIOR
-----------------------
The PAIGEN PRC: Generate Draft Invoices should create a credit memo for a retention invoice that also offsets the retention amount withheld on previous invoices.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit the PRC: Generate Draft Invoices which creates an invoice with a retention amount
2. Later create a credit memo that does not contain any value other than 0.00 for the retention amount.
