Item Revisions NULL At The Child Organization Level When An ECO Is Approved Propagated and Implemented (Doc ID 2048061.1)

Symptoms

Actual Behavior

Item Revisions Not Implemented In The Child Organization Level When An Engineering Change Order (ECO) Is Approved and Implemented. Item Revision has NULL Implementation Date.

Error

Error while generating description:oracle.apps.fnd.framework.OAException: JBO-27122: SQL error during statement preparation.

Expected Behavior

Expect to see ECO changes in child organizations

Steps

The issue can be reproduced at will with the following steps:

1. Create item using new item request (NIR). Item Description is function generated, with several attributes.
  Item Description attribute control is set to Master Level.

2. Approve NIR and assign item to child organizations
  MasterOrg = 204, Child Orgs = 207, 209

3. Create change order in master organization. Change order is to update item description attribute, and also to update item revision.

4. Change order defined with hierarchy to automatically propagate the change order on Implementation.
  Change order workflow set to Auto Promote from Approval to Implemented

5. Change order approved and implemented in Master org.
  Result:
  a. Item Description is updated correctly in all organizations
  b. Item Revision is updated and shows Implementation Date in the Master org
  c. Change orders are propagated to child orgs 091 and 023
 
6. In child organizations, approve the change order, which launches ENCACN: Pre-Implementation in ECO implementation

7. Get Error in ENCACN: Pre-Implementation in ECO implementation.

  Error while generating description:oracle.apps.fnd.framework.OAException: JBO-27122: SQL error during statement preparation.

8. New item revision shows on the item page, in each of the child organizations, but Implementation Date id NULL.
