Dashboard Page Create Service Request: Contact Phone Search Keys Are Not Working As Intended (Doc ID 2048164.1)

Symptoms

On : 12.2.3 version, Create Service Request

ACTUAL BEHAVIOR
---------------

The Search Key Contact phone with a partial value, it is not displaying any results. It shows No items Found

and lov pop-up is opened, it is displaying all the value which are not logical


EXPECTED BEHAVIOR
-----------------------
The LOV Should give results and also upon clicking LOV (torch icon) In this the values listed should be starting with the string provided not the value which contains 5251

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Apps
Customer Support Specialist --> Agent Dashboard --> Create Service Request
1. Choose Contact Phone in Search Key
2. Enter some partial value, its doesnt list any data.
3. But when pop-up is opened,it shows all the un-related data.
