Work Order Cost Details Page Not Honoring The Period Filter (Doc ID 2048277.1)

Symptoms

On :  12.2.3 version, For some assets,  Work Order Cost Details page is not Honoring the Period Filter (it is including work orders outside the selected period), thus not matching with the Summary page

EXPECTED BEHAVIOR
-----------------------
Expect that sum of all hierarchy costs shown in Details page to match to the total of Summary page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Maintenance Super User > Assets > Cost
See that Summary level for the Asset Number for JAN-15 and included Child Assets shows total actual costs (i.e. 200)
2. Look at details. Export all these costs to Excel:
3. See that total sum of costs shown in detail view is different – (i.e. 284) which is not correct, because these are included also some transactions from other periods than JAN-15
