R12.1RUP7 Unable to add & view attachment on "Maintain Employees" template after patch 17220456

After applying one-off Patch 17220456:R12.PER.B : < 1OFF:16433097:PEOPLE MANAGEMENT TEMPLATE ACCOUNTING KEYFLEX PO>,
we no longer can add or view attachment on People Management templates "Enter Employees" and Maintain Employees"

Expect that the attachment functionality on the Maintain Employees template form would be functional no matter what patches were applied.

The issue can be reproduced at will with the following steps:
1. Sign in with the HRMS Manager Responsibility
2. Navigate to People --> Maintain using Templates --> Maintain Employees form
3. Observe that the attachments button at the top panel is grayed out
