Workflow Builder 2.6.3.01 is certified with 12.2.4 E-Business Suite per Doc ID 261028.1.
There are two 12.2.4 instances: One on database 11gR2 and another on database 12c.
The same client pc with the same workflow builder version 2.6.3.0.1 can perfectly access the database 11gR2 of E-Business Suite 12.2.4 .
Symptoms
Workflow Builder 2.6.3.0.1 cannot access the database 12c of E-Business Suite 12.2.4 failing with:
WFLOAD_CONNECT UPIMSG=ORA-28040: Message 28040 not found; product=RDBMS; facility=ORA
