Cancel PO Shipment With Error APP-FND-01564: ORACLE error 3114 in audfrm

Symptoms
On : 12.1.3 version, Purchase Order
When attempting to cancel purchase order shipment,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Purchasing > Purchase Order > Purchase Order Summary > query purchase order navigate to shipment level > tools > controls > cancel PO shipment, system shows error message:
APP-FND-01564: ORACLE error 3114 in audfrm
Cause: audfrm failed due to ORA-03114: not connected to ORACLE.
The SQL statement being executed at the time of the error was: &SQLSTMT and was executed from the file &ERRFILE.
2. Click OK, system shows:
FRM-40735: ON-ERROR trigger raised unhandled exception ORA-03114.

The issue has the following business impact:
Due to this issue, users cannot cancel purchase order shipment successfully, this will make unuseful purchase order shipment continue to perform following receiving transactions which is not required.
