Symptoms

On : E-Business Suite 12.1.3, User Login issues (OID/SSO/Access Manager)

ACTUAL BEHAVIOR
---------------
After upgrading to the latest code and/or installation of <Patch 20538565>, the login page tries to open a new pop up window.

In certain situations the users by presenting the login page via a pop up window (after hitting cancel or for new users). 

Also the password reset screen may no longer be accessed as intended due to the login page being opened in a new pop up window.
