Create Accounting - Cost Management fails

EVENT CLASS CODE = VARIANCE
The following events are present in the line extract but MISSING in the header extract:
Event_id = XXXXXX
This event_id is 'JOB_CLOSE_VARIANCE' on zero amounts.
Accounting Program completes in Error status and we cannot create accounting data at all.
