When open Request tab in Work Order tab Receive ERROR OAException: Illegal method call because there is no database connection (Doc ID 2050091.1)

On : 12.1.3 version, When attempting to click OAF tab Work Order -> Request, the following error occurs.

oracle.apps.fnd.framework.OAException: Illegal method call because there is no database connection.
at oracle.apps.fnd.framework.server.OANullDBTransactionImpl.noDatabaseConnection(
at oracle.apps.fnd.framework.server.OANullDBTransactionImpl.isLoggingEnabled(
at oracle.apps.fnd.framework.OASessionCookieHelper.resetApplicationModule(
at oracle.apps.fnd.framework.webui.OAHttpSessionCookieImpl.releaseApplicationModule(
at oracle.jbo.common.ampool.SessionCookieImpl.releaseApplicationModule(

The issue can be reproduced at will with the following steps:
1. Maintenance SuperUser > Work orders > Request
