On Release 12.2.4 version, Requisition Creation

ACTUAL BEHAVIOR
 iProcurement - Requisitions Search Does Not Return Expected Results for search by Requester

  Using the Search feature on the Requisitions Tab in iProcurement, if you populate a value for Requester and Supplier, the results returned do not honor the Requester selection. The results returned are only filtered by supplier.

EXPECTED BEHAVIOR
Requisitions Search to Return Expected Results

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Navigate to Oracle iProcurement Responsibility > Requisitions Tab > Search
2. Clear the default search parameters
3. Enter a value in the "Requester" and "Supplier" fields
4. Select Go and view the results returned
- the form ignores the "Requester" parameter.

BUSINESS IMPACT
The issue has the following business impact:
This is impacting users ability to find, create (copy) and receive requisitions. There are obviously workarounds for these, but most iProcurement users do not have access to Purchasing forms (requisition summary) where they could also search for this information.
