Requisitions Search Does Not Return Expected Results

iProcurement - Requisitions Search Does Not Return Expected Results
Using the Search feature on the Requisitions Tab in iProcurement, if you populate a value for Requester and Supplier, the results returned do not honor the Requester selection. The results returned are only filtered by supplier.

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
Oracle iProcurement Responsibility > Requisitions Tab > Search
Clear the default search parameters and enter a value in the "Requester" and "Supplier" fields. Select Go and view the results returned - the form ignores the "Requester" parameter.
The issue has the following business impact:
This is impacting users ability to find, create (copy) and receive requisitions. There are obviously workarounds for these, but most iProcurement users do not have access to Purchasing forms (requisition summary) where they could also search for this information.
