Symptoms

Deployment of Web Service fails with error similar to the following:

Exception 'oracle.apps.fnd.isg.mgmt.common.error.ISGManagementException: oracle.apps.fnd.isg.mgmt.common.error.ISGManagementException: oracle.apps.fnd.isg.mgmt.common.error.ISGManagementException: Error encountered in remote method.oracle.apps.fnd.isg.common.error.ISGException : Unable to finish the deploy task oracle.apps.fnd.isg.common.error.ISGException : Error in preliminaries steps of attaching policy and assigning log level. java.lang.NullPointerException : name cannot be null' occurred when attempting to perform 'DEPLOY'. Please view Log/Error details for more information

One may have been able to deploy successfully before and suddenly the issue occurs or it may be the first time that attempting to deploy after a new installation.
