Updating Email via CRM Admin User Maintenance Screen Doesn't Update WF_LOCAL_ROLES (Doc ID 2051045.1)

Updating email with iStore User Maintenance screen don't update WF_LOCAL_ROLES  
When the iStore users are updating their email addresses directly using Profile > User > Personal Information, everything is working fine and the table WF_LOCAL_ROLES is updated correctly.

Updating email via CRM Admin UI should sync WF_LOCAL_ROLES

The issue can be reproduced at will with the following steps:
1. Resp: CRM HTML Administration
2. Navigation: Setup > Users > User Maintenance
3. Query user
4. Update user's email
5. B2B user logs in and place order and still receives order confirmation to old email

The issue has the following business impact:
Some minisites does not allow certain users to change their own emails via Profile > User > Personal Information
for security reasons. They have to call help desk to do this change.
