Updating Email via CRM Admin User Maintenance Screen Doesn't Update WF_LOCAL_ROLES (Doc ID 2051045.1)

Symptoms

Updating email with iStore User Maintenance screen don't update WF_LOCAL_ROLES  
When the iStore users are updating their email addresses directly using Profile > User > Personal Information, everything is working fine and the table WF_LOCAL_ROLES is updated correctly.

EXPECTED BEHAVIOR

Updating email via CRM Admin UI should sync WF_LOCAL_ROLES

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Resp: CRM HTML Administration
2. Navigation: Setup > Users > User Maintenance
3. Query user
4. Update user's email
5. B2B user logs in and place order and still receives order confirmation to old email

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Some minisites does not allow certain users to change their own emails via Profile > User > Personal Information for security reasons. They have to call help desk to do this change.
