Generate Serial Numbers: Creates Duplicates Even With Organization Uniqueness (Doc ID 2051084.1)

Symptoms

Serial generation duplicates serials intermittenly.
The serial number uniqueness setup is set at Organization level so the same serial must not be assigned to multiple items but finding same serial for 2 items.

See organization setup indicates serials are unique in the organization and generated at the organization level:

Expected Behavior
Serial generation should not create duplicate serials in an organization when serial uniqueness prevents duplication.

Steps
* Cannot replicate at will.
1. Navigate to Inventory > Onhand > Generate Serials.
2. Sometimes duplicate serials are generated.

* See duplicates via onhand:
1. Navigate to Inventory>Onhand, availability>Query the serial number
2. Sometimes -- Find 2 items linked to same serial.

Note: Support was able to replicate the issue by running two serial generate programs at the same time. This was done while editing the organization to ensure both would synchronize and cause duplicates. The movie shows the steps to replicate.


Business Impact
Delays shipments and causes user confusion.
Users cannot get the expected result when setting Serial number uniqueness: Within Organization;
Continually must correct data via a datafix from Oracle Support.
Happens about 1 time per month, saw 3 duplicate serials in last 3 months.
Workaround to correct data but want to avoid data corruption.
