Approved Self-Enrollment Causes OTA_Events Table Row Lock (Doc ID 2051578.1)

Symptoms

On : 12.1 HRMS RUP7 version, Catalog Admin

The customer use AME Module to Approve.

Worker logs into Learner Self service and self enrolls into the class (Like wise many other employee also enrolling into the class),.  Once Manager approves the worker receives the notification as error :


"The changes were not applied because The current row is locked Cause: You are trying to lock a row in the ota_events table which is currently being locked by another user. Action: Re-query and attempt to lock the row again."




Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Worker logs into Learner Self service and self enrolls into the class (Like wise many other employee also enrolling into the class)
2. The enrollments get approved by the respective managers
3. After approval only first 1 or 2 worker will only be enrolled into the class but not all........in this case at least 3 workers should have been enrolled which did not happen
4. Once Manager approves the worker receives the notification as error in the worklist as shown in the attached document and the enrollment status is still in Requested state
