Navigate>Transaction Workbench Not Available in the Transaction Tab Consistently

Oracle Advanced Collections - Version 12.2.4 and later Information in this document applies to any platform.
In 12.1.3 Transaction Tab, you could set the Class to ALL, highlight a Transaction and use Navigate>Transaction Workbench.
In 12.2.4 Transaction Tab, you have to set the Class to Invoice to use the Navigate>Transaction Workbench.
And if you try it with Class = All first, even setting the Class to Invoice will not allow Navigate>Transaction Workbench.
The Transaction Workbench option is greyed out.
The only way to guarantee that you can use the Transaction Workbench is to set the profile IEX: Default Transaction Type to Invoice and never use Class=ALL in the Transaction Tab and this is not always possible.
