On Oracle Applications 12.1.3,
after applying the July 2015 security patch 20953340, on the admin and techstack web tier, accessing the application errors with:

Internet Explorer cannot display web page

The issue can be reproduced at will with the following steps:

1. Apply July 2015 security patch 20953340 on the admin and the web tier,
2. Run Autocnfig.
3. Access E-Business Suite (EBS) using the AppsLogin URL:


The issue has the following business impact:
Due to this issue, users cannot access Oracle E Business Suite.
