Issue Description/Steps to reproduce:
1) Login to Application as User1
2) Submit the request - 'Engineering Change Order Implementation'
4) Login as User2
5) Navigate to Requests --> view all requests
6) The request - 'Engineering Change Order Implementation' submitted by User1 can be seen by User2 as well.
