GB PAE Re-enrollment process includes errored employees in 'Assignments Successfully Re-enrolled' report

Performing evaluation tests on the Pension Auto Re-enrollment process, the resulting output shows that some employees being reported as in error, are then also appearing in the 'Assignments successfully Re-enrolled' section of the report.

Employees should only appear in one of those reports.

The issue can be reproduced at will with the following steps:
1. From UK HRMS Manager
2. Submit the concurrent request: GB Pensions Automatic Re-enrollment Process
3. Review the output files generated.
