Pick Release SRS Is Ignoring Lines Expected to Be Picked (Doc ID 2054245.1)

Symptoms

On : 12.1.3 version, Pick Release

ACTUAL BEHAVIOR
---------------
When submitting Pick Release SRS, the expected order lines are not pick released.  There is no error in the log file, pick release completes successfully, but nothing is picked.

EXPECTED BEHAVIOR
-----------------------
Expect pick release to pick the expected order lines.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit pick release SRS using a pick release rule which specifies Shipment Priority as one of the criteria on the Orders tab.
2. Wait for Pick Release SRS concurrent process to complete.
3. Pick release completes successfully, but the pick release log file shows the message "NO LINES SELECTED FOR ORG<org_id>".
4. Review orders expected to have been pick released in the Shipping Transactions form. See that all details are still Ready to Release, or Backordered.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use Pick Release SRS to pick the expected set of order lines. There are too many sales orders to pick each order individually. This results in shipment delays and unhappy customers.
