Symptoms
When dropping LPN A into different Drop LPN B on Move Order Transfer causes the quantity to get unpacked from LPN A instead of nested into LPN B.
EXPECTED BEHAVIOR

Expect LPN to be nested.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Move Order Transfer
2. Pick and load into LPN A and drop into LPN B
3. Find that LPN A is unpacked
