"Mass Update Of Requisition" Update Requester But Not Increase Requisition Revision And Add Record In Action History (Doc ID 2054898.1)

ACTUAL BEHAVIOR
---------------
When attempt to use Mass Update of Requisition for updating Requisition Requestor, find Requisition revision does not increase and no change in action history.

EXPECTED BEHAVIOR
-----------------------
Expected when requestor is updated by Mass Update of Requisition, requisition revision should be increased and it has record in action history.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Purchasing > submit request 'Mass Update of Requisitions', attempt to update Requisition requestor from old person =AAA to new person = BBB
2. Request completes as normal, and requestor value has been updated successfully.
3. But find requisition revision does not increase, and no changes in action history.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot get requisition revision increase and changes in action history when requestor is changes by mass update of requisition.
