Descriptive Flexfields Are Not Behaving As Expected Using MOAC For Supplier Setup

Symptoms

Users are trying to take advantage of MOAC during supplier setup and replication across multiple OUs.
Customer use DFFs for all OUs, and they are often not the same across OUs. But when the MOAC responsibility is used, the site level DFF is not corresponding to the OU. It will always reflect 1 OU.

1. Customer has configured a regional responsibility to allow our vendor master team to setup vendor sites across multiple OUs. In this case, the responsibility is AP EMEA Supplier Controls.

2. However, when the user needs to specify the descriptive flexfield at the site level, the attributes do not match the attributes for the operating unit.
No matter the OU that the site is associated with, the system always brings the attributes for our US operating unit.

ACTUAL BEHAVIOR

Descriptive flexfields are not behaving as expected using MOAC for supplier setup
navigating to Supplier setup >> Address Book >> Manage Sites >> Descriptive flexfields
Associated Vendor Pay Site field it is visible.
When using MOAC defined responsibility:
Associated Vendor Pay Site field is blank >> LOV does not show any values.

EXPECTED BEHAVIOR

When using MOAC defined responsibility:
Associated Vendor Pay Site should be visible with LOV values.

STEPS

The issue can be reproduced at will with the following steps:
1. Supplier setup
2. Address Book >> Manage Sites >> Descriptive flexfields

The issue has the following business impact:
Due to this issue Associated Vendor Pay Site field is blank >> LOV does not show any values.
