Enterprise Manager For Fusion Middleware Control Navigation Pane Is Not Expanding (Doc ID 2055370.1)

On Oracle Applications 12.2.4, using Weblogic Server (WLS),
the Enterprise Manager(EM) for Fusion Middleware control navigation pane is not expanding for the E-Business Suite domain.  Logging into EM takes about 35 minutes and once logged in, the pages are slow.

This can be reproduced with the following steps:
1. Try to log into EM.
2. The log in is slow and navigation is too once logged in.
