OnCommand Extension Event Doesn't Fire Under Instance List Layout Region (Doc ID 2055629.1)

Observed on build 12.1.3.31.8

ACTUAL BEHAVIOR
---------------
The customer has a model that has an extension associated with an On Command event associated with a node that's under an instance list layout region. They've noticed that this rule is no longer firing in a child referenced model with the scope of the base node. A custom button should fire the rule, but in the UI the rule is not executing.

EXPECTED BEHAVIOR
-----------------------
It's expected that the rule will fire when the button is clicked.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1- Created a CX rule with an On Command event in a child referenced model with a scope of Base Node.
2- Created a custom button in UI and raised the command as per in step 1.
3- Clicking on the button in step 2 does not invoke the CX.
