Some Projects Not Appearing in Purchase Requisition Creation Distribution (Doc ID 2056572.1)

Symptoms

When a Purchase Requisition is created, it is found that only some Projects appear in the Project list of values for the selected Operating Unit (OU).
Checking the list of Projects created for the Operating Unit, the list shows more projects compared to the Project numbers available for the Purchase Requisition.


Expected behavior
-----------------------
It is expected to see all projects created for the respective Operating Unit and be able to select any of them.

Steps to reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter Purchase Requisition.
2. Click Distributions button.
3. On Projects tab, open Project list of values and find that not all projects created for the selected OU appear in the list.
