UPK: Does An Upgrade From 11.1 To 12.1 Require A New License? (Doc ID 2056761.1)

Customer has UPK 11.1.  Customer wants to upgrade to UPK 12.1. using a new installation and migrating content via export import.

Is the customer entitled to download and install UPK 12.1 as it requires deployment to a new server because of new WinOS 2012 R2/64-bit and MS SQL Server 2012 platform?
Can the current 11.1 license be used for 12.1?
