Budgetary Fund Check Results: Funds Consumed Amount Is too Low at Header (Actuals are too Low) - Details are Fine (Doc ID 2057115.1)

Symptoms

On : 12.1.3 version, Funds Check

ACTUAL BEHAVIOR
---------------
In the Budgetary Fund check results form (PAXBLRSL.fmb),  Funds Consumed Amount is lower in the total for Project raw cost, than in the detail list.

EXPECTED BEHAVIOR
-----------------------
Totals should balance with the details


The issue can be reproduced at will with the following steps:
1. Responsibility: Projects Super User
2. Navigate to Budgets > Find Budget
3. Enter the Project Number
4. Budget Type = Approved Cost Budget
5. Click Find
6. Button History
7 Menu Tools > View Funds Check Results
8. Review Funds Consumed
9. Click on details
10. Button totals and review Raw Cost Details

Note: This happens despite the fact that the PRC: Maintain Budgetary Control Balances and  PRC: Update Project Summary Amounts processes have been run.
