Collections Window in AR Freezes Whole Application (Doc ID 2057140.1)

Symptoms

After patching with 12.1.3 RPC3 when opening Collections window, the application freezes. You can only minimize and maximize already open windows. No error codes are produced, and Collection window does not open.

The following errors appears in the java console:
