UPK: Selected User ID Does Not Have Access to the Web Service Schema (Doc ID 2057619.1)

Symptoms

In 12.1.0.0 new installation not an upgrade, receiving the following error when entering the _APP account

Application User:

Enter the existing credentials for the application user account that has access to the schema used by the application

User name: UPK_APP
Password:  ***


Error:

The selected user ID does not have access to the web service schema.  Enter another user ID.
