Could Not Add New Validity Rule On A Recipe With Frozen Status (Doc ID 2057922.1)

On : 12.1.3 version, Product Development Validity Rules

In R12 when the user tries to add a new Validity Rule on a Recipe with Frozen status it is not allowing.
This functionality was available in 11i.

Expect to be able to add a new validity rule for a frozen recipe. User should not be able to edit a frozen recipe, or edit a frozen validity rule, but  should be able to add a new validity rule for a frozen recipe. For example, user might want to make the recipe available to another organization and need to create a validity rule for that org. Frozen recipes are not unusable, they just cannot be updated (usually become frozen from running standard costing and cost update), and so there is no reason to prevent creation of new validity rules.

The issue can be reproduced at will with the following steps:
1. Retrieve a Frozen recipe, click the Validity Rules button. If there was only one validity rule existing, it comes up and the + sign to add a new record is grayed out. If there are more than one, the multi-record window displays them but you cannot add a new line.

The issue has the following business impact:
Due to this issue, users cannot create new validity rules for frozen recipes.
