Indented Bill Of Materials Report Could Not Be Submitted Because Of Scaling Error Even Though Scale Intermediate was Unchecked (Doc ID 2058471.1)

Symptoms

On : 12.1.2 version, IBOM Report

When attempting to run the Indented Bill of Materials Report for a formula in which a lower level formula has a Fixed scale ingredient, you get the error,
"Cannot scale to a quantity lower than the quantity of your non-scaleable items"
even when unchecking the Scale Intermediate checkbox.

This would be correct with the checkbox checked, but with it unchecked it is expected that the IBOM will run without scaling the intermediate formulas and so it should not encounter this error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create two levels of formulas,
Set the ingredient quantity of the intermediate in the top formula to a small qty
Set the qty of that item as the product of the lower level formula much higher
Enter one Fixed Scale ingredient in the lower level with a quantity equal to the product qty
Enter one Proportional Scale ingredient in the lower level with a quantity equal to the product qty
2. Run IBOM
