When Are The Negotiation "Analyze by" Options Available In Sourcing (Doc ID 2058591.1)

Goal

At what stage of the negotiation will the options appear under the Actions list for Analyze by Bid, Analyze by Line and Analyze by Spreadsheet?

Most of the time the options are available when the award has been completed, but it is not clear the exact sequence of steps to be followed to see these options.
