After Applying RUP3 Patch (20203366) When Launch Account Hierarchy Manager (AHM) get "HTTP 400 Webpage cannot be found" (Doc ID 2059415.1)

Account Hierarchy Manager (AHM)

Symptoms

On : 12.1.3 version, Account Hierarchy Manager

After applying EBS RUP3, patch 20203366, from Note:1986065.1 Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 3 [RPC3], when launching Account Hierarchy Manager(AHM) the following error occurs:

ERROR
-----------------------
On the GL Account Hierarchy Manager (AHM) webpage it shows the error :
HTTP 400 Webpage cannot be found

On the Java Console : There are no errors

In the Apache log file it shows the error :
mod_security: Access denied with code 400.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply RUP3 patch
2. Launch AHM
