Blank Row Gets Created While Updating an Assignment (Doc ID 2059521.1)

Symptoms

On : 12.1.3 version, Person / Assignment Issues, Issue is happening in Production.

ACTUAL BEHAVIOR
-----------------------

When attempting to change the Assignment details of a person data corruption happens. 

A Blank Row gets created in the Assignment.

 

EXPECTED BEHAVIOR

--------------------------

Data Corruption shouldn't occur while changing an Assignment. 

 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. HRMS Responsibility -> People -> Enter and Maintain
2. Employee change from Annual Salary Range  to Spinal Point contractual change. (Position Change)
3.  Position change with the message asking do you want to use the defaults against the position.
      Click ‘Yes’ Defaults in Grade, payroll, salary basis etc.
4. Defaults occurred.
5. Message comes up asking do you want the application to automatically create a new salary basis.
6. Caution message about the element entries have changed.
7. Error message comes up saying that element entry overlaps with another entry of the same type.
     You would expect the system not to allow you to save the changes.
9. Even after the error message, Click Save again, it saves the record. (It should Pop up the Error Message again. )
10. Blank assignment occurs.
