How to use Forms Personalization to tab to next field on Quick Sales Order form (OEXOETEL) (Doc ID 2059653.1)

Goal

On Quick Sales Orders (QSO) (OEXOETEL, function ONT_OEXOETEL), users would like to tab to the next field.
Query the QSO place cursor in Customer PO field, the screen "Additional Header Information" pops up.
The additional header information is not used by everyone, therefore, users want to tab to next field "Ship to Address1".

Unfortunately, one cannot reach the field "Ship to Address1" without using the mouse.

How can Forms Personalization be used to tab to next field on Quick Sales Order form?

How does one disabled DFF through forms personalization for the users who does not want to use the mouse to tab to next field?
