Lines in Ship Set of a Sales Order are Progressing While One Line is Having Hold Applied

On : 12.2.4 version, Transaction Fulfillment

Find that order lines in a ship set are progressing to scheduling eligible in spite of a hold placed on one of the order lines.

Expect none of the order lines to progress to any stage if one of the lines in the ship set is on hold.
Hold should keep other lines from progressing outside the ship set.

The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Navigation: Orders,Returns > Sales Orders
3. Enter and Book an order, place lines in ship set
4. Place hold on one order line and see other order lines are progressing via their workflow
