Symptoms

When two employees have the same NRIC when they start, then they  changed in later fiscal year, system consider them as same employee which is incorrect and IRAS Magnetic File Prints Incorrect Values

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Login to HRMS Manager
2. View > Submit Request
3. Submit IRAS Line Archive
4. Submit IR8A report
Check the output
