ACTUAL BEHAVIOR

Tax Exemption Is Working Only For State Taxes on Receivables Invoice.
EXPECTED BEHAVIOR
-----------------------
County and City Taxes should also be exempted where tax is calculated.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an exemption at state level and check apply to lower levels.
2. Enter a transaction and check exemptions that are not working for county and city taxes.
