Change Manager Action History Showing As Beaten, Transaction Request Error: The transaction ID specified returned an incorrect number of rows (Doc ID 2060413.1)

Symptoms

12.1.3 version, Assignment,Term,Pay,ChgMgr,LOA

On an instance which has been upgraded from 12.1.2 to 12.1.3, when a Change Manager Request is submitted through Manager Self-Service, history is showing an approver as Beaten after the supervisor approval is completed and the test transaction errors shows the following error:

Real transaction request error:

The transaction ID specified returned an incorrect number of rows for DM VP.  Ensure you specify a valid transaction ID and the dynamic query of the attributes returns correct number of rows.


Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. XX HRMS Manager
2. Change Manager
3. The approval process shows approvers as being 'Beaten' in the history when serial approvals are used.
