FTE Rule is not Working Correctly When Using Shared Position (Doc ID 2060660.1)

The configurable business rule 'The number of assigned budgeted FTEs exceeds the number of FTEs defined for that position'
is raised incorrectly when a secondary assignment is put on a shared position.


The issue can be reproduced at will with the following steps:

1. Responsibility: US HRMS Manager
2. Work Structures> Position> Description >Find the Position
3. Check position occupancy: FTE= 3.2 and Head Count= 4
Position Occupancy info shows 3 employees:
Employee number - FTE (ABV for the assignment)
Test01 - 1
Test02 - 1
Test03 - 1
4. People > Enter and Maintain > Find employee no 04 > Assignment
Query primary assignment but arrow down to create a new secondary assignment
a. set position
b. update working hours with 1.4
FTE warning pops up before it even asks user if he wants to accept the
standard conditions (work hours).
