EBS 12.2 Oacore JVMs Getting Into Warning State Because Of STUCK Threads

Symptoms
On EBS 12.2.x find that some or all the OACore Managed servers are frequently going into Warning status with struck threads
Problem can happen any time and any load condition, with no pattern to the occurrences. Due to this issue, users see a lot of performance issues and sometimes cannot even access the EBS instance when this issue is occuring
On reviewing thread dumps taken when the problem is in-situ, find that many threads are BLOCKED behind one specific thread. The thread that is blocking is RUNNABLE but looks to be taking a long time. The thread dump of this thread is listed below. Notice it is executing "OAAttachRESTHandler.java" as part of the stack
