IP Endeca - Large Quantity Value Not Displayed Correctly In Shopping Cart

In Oracle iProcurement with Endeca extensions, Release 12.1.3, when entering a large quantity value and adding the item to cart, the resulting shopping cart shows a different value.
The issue occurs after applying Patch 21239606:R12.ICX.B "This patch resolves the issue of not allowing to key in more than 4 characters as part of quantity field in iprocurement endeca search results".
Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications, using an iProcurement responsibility with Endeca extensions enabled.
2. Search for an item.
3. Enter a large quantity value to order.
Add the item to cart.
4. Navigate to the Shopping Cart, and the quantity value is incorrectly displayed.
Due to this issue, users are unable to consistently order the desired quantity.
