Retro-Notifications Report (Enhanced) Does Not Pick Up Changes to Element Entries

Setup has been done for Retropay (Enhanced), but it is found that retroactive changes to element entries are not picked up by the 'Retro-Notifications Report (Enhanced) - PDF' process. Upon further investigation, it is also found that the element entry changes are also not recorded in the pay_process_events table. Table Event Updates has been set up to capture changes in element entries. The same setup is present in the Retro Event Group.
The issue can be reproduced at will with the following steps.
1. Make a retroactive change to an input value in an existing element entry
2. Run Retro-Notifications Report (Enhanced) - PDF
3. View report output - the retro assignment is not on the report.
