Project Update Budget Line Field Not Displayed In R12.2 (Doc ID 2062976.1)

Symptoms

Unable to edit budget in self service in 12.2.4:
 
1)When editing a budget in self service, pencil icons for Details, Edit, and
Update Budget Line Details are not displayed
 
2)Additionally, using Personalization on the page, the fields EDIT and UPDATE
 can be selected to be displayed but these 2 columns are not retained upon
saving. So when changes are applied they are not shown as selected when
reviewing the Personalization
