ORA-01000: Maximum Open Cursors Exceeded Error In Counter Readings Open Interface (Doc ID 2063165.1)

Symptoms

On :  12.1.3 version,

When running the IB Counter Readings Open Interface for a month of data, the number of exception/rejection records in the batch results are more than the current value of the open Cursor parameter. Cursors are not closed when there is an exception, and the following error occurs.

ORACLE error 604 in AFPRSR

Cause: AFPRSR failed due to ORA-00604: error occurred at recursive SQL level 1
ORA-01000: maximum open cursors exceeded

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Oracle Installed Base Admin > Others > Requests > Install Base - Counter Readings Open Interface,
2. enter batch name and date range for 1 month


NOTE
---------
Customer noticed this error when exception/rejection records are more than 4000.
