Dependents and Beneficiaries Designation Changes not Reinstated Upon Back-Out and Reprocess (Doc ID 2063608.1)

Symptoms

On : 12.1.3 version, General Setup / Configuration:

ACTUAL BEHAVIOR
---------------
After reprocessing the Open life event, dependent designation changes are not restored.

EXPECTED BEHAVIOR
-----------------------
Expect exact changes to dependent designations to restore properly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to People > Benefits Service Center and query a currently enrolled employee.
3. Process the Open life event for 2016.
Participants are NOT defaulted to existing enrollments, instead Decline enrollments are defaulted.
4. Participant re-selects original enrollments but changes the dependents designated.
This results in an end date to one of the previously covered dependents.
5. Back out and reprocess the Open life event.
Dependent ended no longer has an end date and is automatically picked up again for designation.

SUMMARY
-----------------------
-End-Date a Dependents during Open enrollment.  
-Close Open.
-Back-out and reprocess Open.  
The enrollments are reinstated but the Dependents end-date is removed.
